xby-fantasynbaleague: Fantasy NBA Israeli League Data Service

`xby-fantasynbaleague` is a DeepSeek Harness (DSH) plugin for accessing Fantasy NBA Israeli league data. It provides endpoints for setting API keys, retrieving team lists, league standings, average statistics, and team details. The data is based on the ROTISSERIE scoring system and includes ranking points and actual performance data. Developers should distinguish between ranking points and ranking positions and use the provided endpoints to build analytics agents.
