Cortex Harness Open: Public Export of the CORTEX Harness Protocol and Reference Tools

This plugin is a core component of the CORTEX Harness Open project, intended to address the security risks of directly exposing the CORTEX command plane in DSH Web environments. It serves as an intermediary layer that securely forwards authenticated requests to CORTEX task-pool servers while preserving the authority of the kernel logic. The plugin provides a DSH Web bridge, enabling operations via the `/cortex` command plane, and contains only public data, with no involvement of internal credentials or runtime state.
