dsh-netcafe: Bringing the AI NetCafé Tool to DeepSeek Harness

`dsh-netcafe` is a DeepSeek Harness (DSH) plugin that extends functionality by injecting `@deepseek-ai/dsh-mcp-client` through configuration files. The toolkit includes invoice extraction, reconciliation statement checking, SQL dialect conversion, reachability monitoring for URLs in China, and resume review. All computations are completed deterministically on local servers without relying on external LLMs. It provides either the full catalog or four focused packs to control context costs, and supports executing operations such as batch invoice processing and creating monitoring tasks via simple JSON calls.
