dsh-stall-guard：下载卡住时自动中止，并把换源提示交给智能体

dsh-stall-guard 是 DeepSeek Harness 工作流类插件，监视 git、npm、pip、cargo、go、curl 等下载命令。超过 downloadSeconds（默认 30 秒）无进展则中止，并将内置或自定义占位符生成的换源说明写入工具结果，不调用模型。支持按工具类型配置超时，可选监督员 UI。安装：dsh plugin --profile <profile> add dsh-stall-guard，MIT 许可。
