dsh-runner：在 DSH 里统一管理开发服务的「运行」面板

dsh-runner 是 lcx19970714 维护的 DSH 客户端插件（0.17.1，MIT），在左侧「运行」面板按工作区分组启停开发命令，支持 dependsOn、严格 ports 契约、日志与端口诊断，并提供 dsh_runner_config / dsh_runner_run 供 AI 维护配置与操作进程。适用于 DSH 0.2.1 线；仅 Windows + PowerShell。安装可在插件页粘贴 github:lcx19970714/dsh-runner，或使用 dsh plugin --profile desktop add。
