dsh-queue-reorder: Reorder Messages in the DSH Queue Dock Bar

`dsh-queue-reorder` is a client-side plugin designed for the official DeepSeek Harness (DSH) queue dock to address the inconvenience of adjusting message order. It adds grip drag handles and ↑/↓ fine-tuning buttons, allowing users to reorder queued `next-turn`-type messages directly in the interface.
