dsh-verify-cheap：用最低成本驗證改動

dsh-verify-cheap 是 Ushio155 維護的 DSH 工作流插件，安裝後註冊 verify-cheap 技能，指導 agent 按 L0–L3 成本階梯選擇能給出明確結論的最便宜檢查，用條件輪詢替代固定 sleep，並將檔位與實測耗時寫入 .verify-cost.md。附帶零依賴 Node 腳本 wait-until.mjs 與 measure-runtime.mjs，可脫離 DSH 使用。安裝：dsh plugin --profile web add github:Ushio155/dsh-verify-cheap。MIT 0.1.1。
